Sir James Reginald Lea Rankin, 2nd Bt. was born on 31 August 1871.2 He was the son of Sir James Rankin, 1st Bt. and Annie Laura Bushell.2 He married Hon. Nest Rice, daughter of Arthur de Cardonnel Rice, 6th Baron Dynevor of Dynevor and Selina Lascelles, on 25 July 1896.2 He died on 10 September 1931 at age 60.2
