Reginald Evelyn Welby-Pelham was born on 29 November 1883.2 He was the son of Hon. Evelyn Cornwallis Anderson-Pelham and Harriet Frances Hutton.1,2 He married, firstly, Diana Marian Lee, daughter of William Frederick Lee, on 21 November 1921.2 He married, secondly, Sylvia Augusta Starkey, daughter of Captain Sir John Ralph Starkey, 1st Bt. and Emily Seely, on 22 November 1951.1 He died on 19 March 1965 at age 81, without issue.1
