Sir James Cochrane was born in 1790.1 He was the son of Thomas Cochran and Jane Allan.1 He married Ann Theresa Elizabeth Haly, daughter of Colonel Charles Dominic William Haly and Ann Hutchings, in 1829.1 He died on 24 June 1883 at Glenrocky House, Gibraltar.1
He was educated at King's College, Windsor, Ontario, Canada.1 He was admitted to Bar of Nova Scotia on 21 July 1817.1 He was admitted to Inner Temple in 1829.1 He held the office of Chief Justice of Gibraltar between 1841 and 1877.1 He was appointed Knight in 1845.1
