Charles Edwin Spooner was born on 22 November 1853 at Hafod Tanycraig, Wales.2 He was the son of Charles Euston Spooner.1 He married Martha Brownrigg Chartres, daughter of Reverend James Chartres and Abinda Brownrigg, in 1876.1
He was educated at Trinity College, Dublin University, Dublin, County Dublin, Ireland.2 He was with North Wales narrow guage between 1874 and 1876.2 He was with the Ceylon Public Works Department between 1877 and 1891.2 He was State Engineer for Selangor Public Works Department between 1891 and 1901.2 He was general manager of the Federated Malay States Railways in 1901.2 He was appointed Companion, Order of St. Michael and St. George (C.M.G.) in 1904.2
