General William Craig Emilius Napier was born on 18 March 1818.1 He was the son of Lt.-Gen. Sir George Thomas Napier and Margaret Craig.1 He married Emily Cephalonia Napier, daughter of Lt.-Gen. Sir Charles James Napier and Anastasia (?), on 21 April 1845.1 He died on 23 September 1903 at age 85.1
He was Governor between 1875 and 1882 at Royal Military College, Sandhurst, Berkshire, England.1 He gained the rank of Colonel in the King's Own Scottish Borderers.1 He held the office of Justice of the Peace (J.P.) for Hampshire.1
