     He was admitted to Inner Temple on 22 November 1833 entitled to practise as a barrister.¹ He devised the electoral system of proportional representation by single transferable vote.² He wrote the book Machinery of Representation, published 1857.¹ He wrote the book Treatise on the Election of representatives: Parliamentary and Municipal, published 1859.¹
