     He was educated at Shawnigan Lake School, Shawnigan Lake, British Columbia, Canada.¹ He gained the rank of officer in 1933 in the Royal Canadian Navy.¹ He was educated at Royal Naval College, Greenwich, London, England^G.¹ He was Deputy Director of Signals Division, Naval Service HQ, Ottawa between 1942 and 1943.¹ He was SSO to Commander-in-Chief, Canadian NW Atlantic between 1943 and 1944.¹ He was Director of Naval Communications between 1949 and 1951.¹ He was on the staff of Supreme Allied Commander Atlantic between 1953 and 1955.¹ He was recognised by Lord Lyon King of Arms, and matriculated his arms at the Lyons Court on 11 November 1960.¹ He gained the rank of Rear-Admiral in 1962.¹ He was Chief of Naval Personnel between 1962 and 1964.¹ He was Flag Officer, Pacific Coast and Maritime Commander, Pacific between 1964 and 1966.¹ He was Agent-General for British Columbia in UK and Europe after 1968.¹

     Major Francis Xavier Russell lived at Portishead, Somerset, England.¹

     Sheelagh Kathleen Russell is the daughter of Major Francis Xavier Russell.² She married Rear-Admiral Michael Grote Stirling, son of Rt. Hon. Grote Stirling and Mabel Katherine Brigstocke, on 3 August 1942.¹
