Sir Stephen Philpot Low was born on 17 September 1883.1 He was the son of Hon. Sir Frederick Low and Katherine Eliza Thompson.1 He married Bertie Faith Crosse, daughter of R. Crosse, on 8 December 1906.1 He died on 25 October 1955 at age 72.1
He was admitted to Middle Temple in 1906 entitled to practise as a Barrister-at-Law.1 He was in the Ministry of Labour, solicitor's department in 1920.1 He was Assistant Solictor for the Ministry of Labour between 1925 and 1933.1 He was Solicitor for the Board of Trade between 1934 and 1948.1 He was appointed Knight in 1938.1 He was Solicitor for the Ministry of Fuel and Power between 1942 and 1948.1 He was educated at 26 Pembridge Gardens, London, EnglandG.1
