He was educated at Strand School, EnglandG.1 He was Organising Secretary of the Poor Law Officers' Union between 1919 and 1925.1 He was General Secretary of the Ministry of Labour Staff Association between 1925 and 1951.1 He was member of the Civil Service National Whitley Council between 1925 and 1951.1 He was editor of Civil Service Argus between 1928 and 1951.1 He was Honorary Secretary of the Labour Party Association between 1945 and 1949.1 He was created 1st Baron Crook, of Carshalton, co.
