James Burns was born on 26 June 1789.2 He was the son of Reverend John Burns and Elizabeth Stevenson.1 He married, firstly, Margaret Smith, daughter of William Smith.2 He married, secondly, Margaret Shortridge, daughter of William Shortridge, on 2 June 1835.2 He died on 6 September 1861 at age 72.2
He held the office of Justice of the Peace (J.P.)3 He held the office of Deputy Lieutenant (D.L.)3 He lived at Kilmahew, Dunbartonshire, Scotland.1
