     Rt. Hon. William Edward Baxter was born on 24 June 1825 at Dundee, Angus, Scotland.3 He was the son of Edward Baxter and Euphemia Wilson. He married Janet Carr Scott, daughter of J. Home Scott.1 He died on 10 August 1890 at age 65 at Kincaldrum, Angus, Scotland.
     He held the office of Justice of the Peace (J.P.)1 He held the office of Deputy Lieutenant (D.L.)1 He was appointed Privy Counsellor (P.C.)1 He held the office of Member of Parliament (M.P.) for Montrose between 1855 and 1885.3 He held the office of Secretary of the Treasury between 1871 and 1873.3 He was senior partner of W. E. Baxter & Company.3
